Thomas's Bio

As a general contractor, Tom primarily focused on the private commercial, institutional, industrial, and public contracting sectors. In 1990, Tom moved to Anchorage, Alaska, and took over as the Alaska Branch Manager continuing in the role of Corporate Executive Vice President of Strand Hunt Construction (SHC) headquartered in Kirkland, Washington.

 

SHC was a major general contracting firm with offices in Washington, Hawaii, and Alaska specializing in institutional, healthcare, transportation, military, and governmental agency facility construction projects including the public zoo and aquarium projects. During his tenure in Alaska, from 1990 through 1999, Tom was personally responsible for overseeing and participating in the bidding, planning, and execution of major public facilities including the University of Alaska International Arctic Research Center, Science Complex Facility, Bartlett, Moore Scarland Hall Student Housing Abatement/Renovation project, and Ice Rink and Athletic Complex.

In July 1999, Tom formed ASSESS Project Services (APS), a construction consulting firm specializing in Project Controls support, training, and dispute resolution including Project Neutral facilitation.


As a construction consultant, Tom has provided services to clients that have yielded timely and cost-effective results from pre-construction through project close-out. Tom’s focus on the fundamentals of planning and execution delivered positive results to clients and form the foundation for Tom’s approach to Project Program and Project Management criteria.

Tom specializes in contract compliance (entitlement), job cost preparation and analysis, schedule development and analysis, labor and equipment production assignment and analysis, empirical observations, and records. Tom’s dispute cases have ranged in magnitude from five hundred thousand to one hundred twenty million dollars.
Tom’s philosophy is to begin Quality Control and Quality Assurance planning preparation and oversight during the initial phases of Project Program Development and remain vigilant in executing the fundament steps of Program and Project Controls until the project is accepted by the End User.
